ENVIRONMENTAL SCIENTIST / PERMITTING SPECIALIST

EcolSciences, Inc. has an opening for an experienced Environmental Permitting Specialist. A strong technical education, relevant experience, the ability to provide independent contributions within a team atmosphere, and desire for continued growth are essential.

Responsibilities:

  • Responsible for applicable land use permitting, including wetlands, flood hazard area, coastal & riparian regulations, primarily in NJ, NY and PA;

  • Preparation of Environmental Impact Assessments, other reports and Federal, State and local permit applications;

  • Communicate with clients, third parties, and State and Federal regulatory agencies regarding project status, schedules, and application review.

  • Conduct site assessments and review development plans to identify regulatory constraints and permitting requirements;

  • Plan, supervise and document various field studies;

  • Conduct wetland delineations, function/values assessment and hydrological studies;

  • Conduct ecological assessments for wildlife and botanical resources;

  • Experience conducting Ecological Evaluations, Ecological Risk Assessments and Phase I Environmental Site Assessments a plus;

  • Prepare bids, develop and manage budgets, evaluate budget vs. plan, and analyze cost control efficiencies.

Job Requirements:

  • Bachelor's degree or higher in Biology, Ecology, Environmental Science, or a related discipline;

  • 5 to 12 years of relevant experience including project management and consulting support on wetland delineation and permitting projects;

  • Detailed knowledge of NJDEP Land Use and Army Corps of Engineers environmental regulations;

  • Experience with NYDEC, PADEP, USFWS, DRCC, Meadowlands, Pinelands, and Highlands Commissions is a plus.

  • Wetland delineation certification is required. Professional Wetland Scientist (PWS) designation is preferred;

  • Knowledge of regional flora and fauna required, including of listed threatened or endangered species;

  • 40-Hour OSHA HAZWOPER Certification a plus;

  • Proficient in MS Office Suite;

  • Familiar with ArcGIS computer software for the preparation of application figures;

  • Excellent analytical, organizational, client service and technical writing skills. (A writing sample of candidate’s professional paper, thesis, or project is welcome);

  • Capable of working outdoors under adverse conditions in various terrains and environments;

  • Versatility and willingness to travel will be an important attribute in evaluating applicants for the position;

  • Possess a valid driver’s license and reliable transportation for remote job site locations;

  • Position requires work Monday through Friday with occasional evenings and weekends.

ENVIRONMENTAL COMPLIANCE CONSTRUCTION MONITOR

EcolSciences, Inc. has openings for full-time Environmental Compliance Construction Monitors. This would primarily be monitoring of infrastructure construction to ensure compliance with environmental permits such as Wetlands, Flood Hazard Area, Soil Erosion and Sediment Control (SESC), and other construction permits. Must be able to read and understand construction plans. Seeking candidates with a positive attitude and good communication skills as the job is collaborative and entails working with numerous construction and permitting/managerial personnel. One to five years experience in construction inspection or environmental permitting preferred.  Biological or ecological background a plus.  Familiarity with Stormwater Pollution Prevention Plan (SWPPP) compliance a plus.  Salary commensurate with experience.

Responsibilities: 

  • Perform daily field monitoring of construction activities in close coordination with EcolSciences project manager to ensure compliance with work permits;

  • Attend construction pre-mobilization walk through inspections of work areas to discuss environmental issues and compliance requirements prior to the start of construction activities;

  • Attend daily “tail gate” briefings at each active construction site and participate by supplying general compliance technical guidance, information on permit conditions, environmentally sensitive and avoidance locations, etc., and

  • Maintain a daily e-log of compliance conditions of each inspection site including photos of before, during and after conditions.  Template and tablets provided.
