Summary of Experience

Mr. Rutka is a Senior Project Manager for EcolSciences with approximately twelve years of professional experience at EcolSciences, and a total of 23 years in the environmental field.  Representative project elements include Phase I/Phase II investigations, Preliminary Assessment/ Site Investigations/Remedial Investigations, the development of soil sampling and remedial strategies for contaminated sites in New Jersey, receptor evaluations, regulatory compliance, vapor intrusion investigations, and remediation.  His areas of expertise of expertise include the investigation and remediation of hazardous waste sites with a focus on environmental liability, development of sampling and remediation strategies, data quality assessments/data usability evaluations, report preparation, and regulatory compliance. 

 

Mr. Rutka has prepared numerous Phase I/Preliminary Assessments, Site and Remedial Investigation Reports, Remedial Action Workplans, and Remedial Action Reports, many of which included Remedial Action Permits.  He has seen a number of projects through the different phases of NJDEP’s Site Remediation Program.  Projects at which Mr. Rutka has been the project manager that oversaw the remediation include upgrades for numerous PSE&G overhead transmission lines, resulting in Response Action Outcome (RAO) regulatory approvals for nearly 100 towers, the remediation of a former pesticide manufacturing facility in Monroe, and the redevelopment of the Former Medical Center @ Princeton.  Mr. Rutka is also the acting project manager associated with PSE&G’s acquisition, remediation and construction of a parcel adjacent to the Madison Street Substation in Hoboken, New Jersey.

Prior to his tenure with EcolSciences, Mr. Rutka had over thirteen years of project management, chemistry and field sampling experience in the environmental testing laboratory industry.  Mr. Rutka also is a Project Management Professional (PMP), as certified through the Project Management Institute.
